Interim Charity Commissioner Appointed

The term of John Mills CBE as Charity Commissioner concluded on 11 September 2026.

To ensure continuity of regulation and oversight, the Minister for External Relations has designated Richard Jouault as Interim Charity Commissioner under paragraph 4(4) of Schedule 1 of the Charities (Jersey) Law 2014. The appointment took effect on 12 September 2026 and will remain in place until a new Charity Commissioner is appointed through a substantive recruitment process.

As Interim Charity Commissioner, Mr Jouault is empowered to carry out the full statutory functions of the role, ensuring the continued effective regulation of the charity sector during the transition period.

Mr Jouault has served as Head of Office for the Jersey Charity Commissioner since 2017, leading the Office’s regulatory and governance functions. Before joining the Commissioner’s Office, he held a number of senior leadership positions within the Government of Jersey, including periods as Interim Chief Executive Officer of the former Health and Social Services Department and the Planning and Environment Department.

Bringing extensive experience in public administration, governance, regulation and organisational leadership, together with a detailed knowledge of the Charity Commissioner’s functions, Mr Jouault is well placed to undertake the role on an interim basis.

The recruitment process for the substantive appointment of Charity Commissioner is already underway under the oversight of the Jersey Appointments Commission. Mr Jouault will serve as Interim Charity Commissioner until a permanent appointment is made.
